Cut the tops off the peppers.
Remove and discard the membranes and seeds.
Place it onto the baking dish.
Add oil into the skillet and place it over medium flame.
Add onion and cook for 3 to 4 minutes.
Add carrot and cook for 3 to 4 minutes.
Add mushrooms and bell pepper and sauté for 10 minutes.
Add vegetable broth, rice, pepper, salt, and oregano and simmer for 15 minutes.
Fill the peppers with this mixture. Add 1/3 cup of water to the baking dish and cover with foil and bake for 40 minutes.
Remove the foil and cook for 20 minutes.
Serve!
