  1. In a shallow bowl, combine the flour, salt, paprika, garlic powder, onion powder, and black pepper.
  2. In another shallow bowl, pour the buttermilk.
  3. In a third shallow bowl, pour the panko breadcrumbs.
  4. Dip the chicken pieces in the flour mixture, then in the buttermilk, and then in the panko breadcrumbs, pressing the breadcrumbs onto the chicken.
  5. Heat the vegetable oil in a deep fryer or large pot over medium-high heat.
  6. Fry the breaded chicken in the hot oil for 3-4 minutes or until they are golden brown and crispy.
  7. Use a slotted spoon to remove the popcorn chicken from the oil and place them on a paper towel-lined plate to drain excess oil.
  8. Serve the popcorn chicken hot with your favorite dipping sauce.
