Preheat the oven to 350 degrees Fahrenheit.
Grease the baking pan with butter.
Add white cake mix, butterscotch instant pudding mix, water, eggs, and vegetable oil into the mixing bowl and beat with an electric mixer. Transfer half of the batter into the bowl. Fold in chocolate syrup.
Add the remaining batter into the pan. Add chocolate batter over it. Bake for 30 to 35 minutes.
Prepare the icing: Add butter and chopped chocolate into the saucepan and heat it over low flame. Remove from the flame.
Add water and powdered sugar and stir well.
Drizzle it over the cake.
Serve!
